Human consumption of pharmaceuticals often leads to environmental release of residues via urine and faeces, creating environmental and public health risks. Policy responses must consider the normative question how responsibilities for managing such risks, and costs and burdens associated with that management, should be distributed between actors. Recently, the Polluter Pays Principle (PPP) has been advanced as rationale for such distribution. While recognizing some advantages of PPP, we highlight important ethical and practical limitations with applying it in this context: PPP (...) gives ambiguous and arbitrary guidance due to difficulties in identifying the salient polluter. Moreover, when PPP does identify responsible actors, these may be unable to avoid or mitigate their contribution to the pollution, only able to avoid/mitigate it at excessive cost to themselves or others, or excusably ignorant of contributing. These limitations motivate a hybrid framework where PPP, which emphasizes holding those causing large-scale problems accountable, is balanced by the Ability to Pay Principle (APP), which emphasizes efficiently managing such problems. In this framework, improving wastewater treatment and distributing associated financial costs across water consumers or taxpayers stand out as promising responses to pharmaceutical pollution from human use. However, sound policy depends on empirical considerations requiring further study. (shrink)

We study the generic theory of algebraically closed fields of fixed positive characteristic with a predicate for an additive subgroup, called $\mathrm {ACFG}$. This theory was introduced in [16] as a new example of $\mathrm {NSOP}_{1}$ nonsimple theory. In this paper we describe more features of $\mathrm {ACFG}$, such as imaginaries. We also study various independence relations in $\mathrm {ACFG}$, such as Kim-independence or forking independence, and describe interactions between them.

Let A be an abelian variety in an algebraically closed field of characteristic 0. We prove that the expansion of A by a generic divisible subgroup of A with the same torsion exists provided A has few algebraic endomorphisms, namely. The resulting theory is NSOP1 and not simple. This thesis is concerned with the expansions of algebraic structures and their fit in Shelah’s classification landscape.The first part deals with the expansion of a theory by a random predicate for a substructure model of a reduct of the theory. In a case study of the growth of cognitive science, we analyzed the activities of the Cognitive Science Society with a particular emphasis on the multidisciplinary nature of the field. Analyses of departmental affiliations, training back‐grounds, research methodology, and paper citations suggest that the journal Cognitive Science and the Annual Meeting of the Cognitive Science Society are dominated by cognitive psychology and computer science, rather than being an equal division among the constituent disciplines of cognitive science. However, at many levels, (...) a growing percentage of work was found to involve a conjunction of multiple disciplines, such that approximately 30–50% of recent work in the Cognitive Science Society is multidisciplinary. In a questionnaire study of cognitive scientists involved in collaborative research, multidisciplinarity was found to shape the research process and affect the factors associated with successful research. While pointing out important features of cognitive science, Núñez et al. (2019) also argue prematurely for the end of cognitive science. I discuss problematic analytic features in the application of hierarchical cluster analysis to journal citation data. On the conceptual side, I argue that the research programs framework of Lakatos may not be so wisely applied to cognitive science. Further, the diversity of structure in cognitive science departments may represent a rational, strategic adaptation by an interdisciplinary department to cognitive and (...) other resource challenges rather than the sign of low progress on a discipline. Reinforcement learning approaches to cognitive modeling represent task acquisition as learning to choose the sequence of steps that accomplishes the task while maximizing a reward. However, an apparently unrecognized problem for modelers is choosing when, what, and how much to reward; that is, when (the moment: end of trial, subtask, or some other interval of task performance), what (the objective function: e.g., performance time or performance accuracy), and how much (the magnitude: with binary, categorical, or continuous values). In this article, (...) we explore the problem space of these three parameters in the context of a task whose completion entails some combination of 36 state–action pairs, where all intermediate states (i.e., after the initial state and prior to the end state) represent progressive but partial completion of the task. Different choices produce profoundly different learning paths and outcomes, with the strongest effect for moment. Unfortunately, there is little discussion in the literature of the effect of such choices. This absence is disappointing, as the choice of when, what, and how much needs to be made by a modeler for every learning model. (shrink)

Condorcet's jury theorem shows that when the members of a group have noisy but independent information about what is best for the group as a whole, majority decisions tend to outperform dictatorial ones. When voting is supplemented by communication, however, the resulting interdependencies between decision makers can strengthen or undermine this effect: they can facilitate information pooling, but also amplify errors. We consider an intriguing non-human case of independent information pooling combined with communication: the case of nest-site choice by honeybee (...) (Apis mellifera) swarms. It is empirically well documented that when there are different nest sites that vary in quality, the bees usually choose the best one. We develop a new agent-based model of the bees' decision process and show that its remarkable reliability stems from a particular interplay of independence and interdependence between the bees. We consider the implications for the ethical evaluation of research programs of two fundamental changes in the revised research ethical guideline of the Council for International Organizations of Medical Sciences. The first is the extension of scope that follows from exchanging “biomedical” for “health‐related” research, and the second is the new evaluative basis of “social value,” which implies new ethical requirements of research. We use the example of antibiotic resistance interventions to explore the need to consider the instances of what (...) we term the pragmatic risks of such interventions to evaluate the social value of certain kinds of health‐related research. These (pragmatic) risks severely threaten the social value of interventions in every area where human and social responses significantly impact on their effectiveness. Thus, the social value of health‐related research needed to demonstrate its effectiveness depends on the extent and successful management of such risks. Research designed to take into account the management of pragmatic risks also gives rise to similar types of risks, and the potential for social value in light of those risks needs to be considered in ethical reviews based on the new guidelines. We argue that, to handle this new expanded task, the international system of research ethical review addressed by the guidelines needs institutional development. (shrink)

Categories, as mental structures, are more than simply sums of property frequencies. A number of recent studies have supported the view that the properties of categories may be organised along functional lines and possibly dependency structures more generally. The study presented here investigates whether earlier findings reflect something unique in the English language/North American culture or whether the functional structuring of categories is a more universal phenomenon. A population of English-speaking Americans was compared to a population of Cantonese-speaking Hong Kong (...) Chinese. The findings clearly support the view that functional influences on category centrality are universal (or at least common to Cantonese-speaking Hong Kong Chinese and English-speaking Americans), albeit with specific cross-cultural/cross-linguistic group differences in the particular properties that are considered central to categories. This paper sketches a new version of the multiverse interpretation of quantum mechanics, the clustered-minds multiverse, that has been presented in detail elsewhere. It briefly shows why it grants us with free will and reflects upon the possibilty of singular-universe explanations of free will. It also critically comments upon S. Sarasvathy's 'choice matters,' one of the other contributions to this mini symposium.

“Fiiirre!” If someone were to shout that while you were in the midst of reading this essay, you would, like most people, stop reading and look around the room for the source of the shout, or the fire itself. You would also consider whether the likelihood of a fire was sufficiently high to cause you to take appropriate action – for example, locate a fire extinguisher, call the fire department, or leave the room. Of course, you have not been sitting (...) around waiting for someone to yell “Fire!” You were engaged in some task (unrelated to fires), yet were able to react to that stimulus. By contrast, if you were a police officer who was being trained at a firing range, you would be doing exactly that (i.e., waiting for someone to yell “Fire!”), and when you heard “Fire,” you would pull the trigger on your weapon, rather than look around for the source of the cry. This article will examine Bellarmine’s first anti–conciliarist work, found in the Disputationes de controversiis Christianae fidei adversus huius temporis haereticos, emphasizing his theological treatment of the pope’s authority relative to the authority of a council and his repudiation of conciliarism. Bellarmine sees the conciliarists as attacking the divinely instituted Petrine structure of the Church. He does not advocate for an absolute papal monarchy in which there are no ‘constitutional’ limitations on the papacy. For Bellarmine, Christ and his Word, as found (...) in Sacred Scripture and Apostolic Tradition, have supreme authority in the Church: one which the magisterium, whether papal or conciliar, must accept in humility and pass on unsullied. Only Christ has a true fullness of power; the pope has a fullness only relative to that of the bishops. Nevertheless, Christ immediately instituted the pope as the supreme head of the Church on earth, and as such, the pope has supreme ecclesiastical power over the whole Church on earth. Literature for children is often designed to stimulate imagination through variants of the “real” world that we inhabit, expanding their potential for construing different possible worlds – variants that include imaginary characters like animals with human traits or toys that are somehow animated and conscious. Here we will examine one version of Margery William’s classic nursery tale The Velveteen Rabbit, or How Toys Become Real, where the theme of “real” and imaginary characters and worlds is construed both linguistically and pictorially. We will show how the theme is construed in both text and image, and how the two complement one another, together keeping the two worlds apart while at the same time representing the Velveteen Rabbit’s transformation from toy rabbit to real rabbit.
